Smog Check
Smog inspections are mandatory for most vehicles, except certain diesel models predating 1998, electric, natural gas vehicles over 14,000 lbs, hybrids, motorcycles, trailers, and gasoline vehicles made before 1975. Those in areas with biennial smog checks must provide evidence of certification every other renewal. Vehicles less than six years old pay an annual smog fee for the first six years instead of biennial checks.

A Test-Only station is certified by the state solely to perform emissions tests on vehicles. These stations are not authorized to perform any repairs. They can also certify vehicles classified as Gross Polluters.
Your renewal notice from the Department of Motor Vehicles (DMV) will indicate if a Smog Check is required to renew your vehicle's registration. Most areas in the state require this test every two years, when a vehicle is sold, or when it is first registered in California.
Not all vehicles require a Smog Check. Whether your vehicle needs one depends on the vehicle type, model year, and the area where it is registered. Some vehicles only need a Smog Check when being sold or when registering in California after being registered in another state.
If your DMV renewal notice states “SMOG Certification Required at a STAR station,” you’ve been referred to a specific type of station. STAR stations, such as Premier Star Smog, are closely monitored by the Bureau of Automotive Repair (BAR) and must meet strict standards set by the BAR.
A STAR Smog Station can issue a certificate of compliance for vehicles referred to them by the DMV. Regular Smog Stations cannot certify vehicles that have been directed to a STAR station but can test and certify vehicles that have not been referred specifically to a STAR location.
Test-Only stations are prohibited from profiting from or performing repairs. In the past, these stations often charged more to cover operational costs. However, with increased competition and demand, the cost of a Test-Only Smog Check has become more competitive.
Regular maintenance as recommended in your vehicle’s Owner’s Manual, along with avoiding modifications to emissions control systems, is key to passing a Smog Check. Additionally, a 15-minute drive prior to the test helps warm up emission-related components, improving test results.
If your vehicle fails, the reasons will be explained, and you’ll receive recommendations for the next steps. Repairs must be completed to pass a retest and renew your registration.

The CAP program provides financial assistance of up to $500 for repairs if your vehicle fails its Smog Check at a Test-Only station. Additionally, the Bureau of Automotive Repair offers $1,000 for eligible participants to retire high-polluting vehicles.
CAP offers two options: assistance for repairing your vehicle after a failed Smog Check or a program to voluntarily retire high-polluting vehicles.
